Check out Project Synopsis from IGNOU Site and follow it's format. It is an elaborate process and it takes time to cover all point also you will need a project guide who will be required to sign your project report. There is seperate for getting a person involved in as a project guide. Also note there are eligibility restriction for a project guide and there are also restriction to the no of candidates this project guide can guide, as far as I remmember it is 4 candidates per guide (please check this part).

Dear all,
I submitted my BCA project report to my regional centre a few days back.
I received the report back from the regional centre with a note from
the REGIONAL DIRECTOR saying that i must submit the project proposal
first. They have also mentioned the submission dates for the proposal.
My question is what must be the format of the proposal and should i
only submit proposal or proposal+report ?
Please help me with this issue.
